Statutory Declaration in Lieu of Guarantor (PPTC 132) Sworn by a Vancouver Notary

If you are applying for a new Canadian passport and don't have an eligible guarantor available, Brosgall Legal can assist you with a 'Statutory Declaration in Lieu of Guarantor'. This form is issued by Passport Canada, and is called the PPTC 132. An applicant who is unable to obtain the signature of an eligible guarantor is required to complete the PPTC 132. The form must be signed before a Commissioner for Oaths, Notary Public, Justice of the Peace or another official who is qualified to administer the oath. It is not necessary for the official to know the applicant personally, which is why we can assist when you don't know anyone with a Canadian passport that you have known for two years. The form itself is available from any Passport Canada office or by contacting their call centre. For your convenience, we can provide you with a blank copy of the PPTC 132 Form when you visit our office. In addition to administering the PPTC 132 Form, we will certify one of your passport photographs as an exhibit, and make certified copies of your two pieces of ID as required for your passport application.

Certifying Photographs and Identity Documents

One of the roles of an eligible guarantor is to certify one of your passport photographs. As you do not have a eligible guarantor, we will certify one of the photographs you are required to submit as part of your passport application. We use a smudge-free 'Sharpie' pen to make sure it is clear. The necessary wording is: This is 'Exhibit A' to the Statutory Declaration of the Applicant declared before me on (Date) at Vancouver, BC.  We then sign the photo in our official capacity.

Who Can Administer a Statutory Declaration in Lieu of Guarantor?

As you will see, the top of the PPTC132 Form reads: This form must be sworn or declared before, and signed by, a person authorized by law to administer an oath or a solemn declaration. Brosgall Legal can do this for you.If you have an eligible guarantor, then your guarantor should sign your passport application, and you won't require our services.

Statutory Declaration in Lieu of Guarantor Requirements

  • Completed and sworn 'Statutory Declaration in lieu of Guarantor'; and
  • Two passport photographs, with the proper wording written on the back, as specified by Passport Canada
  • Copy of your photo ID, signed by us.
